The Spread of Saemaul Undong
Until 1973, the SU movement was perceived primarily as a rural movement. From 1974, however, the SU movement began to spread to cities, workplaces, factories and schools as the following were selected as three major tasks to be implemented: increase in income, Saemaul Undong Training and urban Saemaul Undong movement.
Spiritual Order, Behavioral Order and Environmental Order
Beginning in 1974, the first day of each month was designated as Saemaul Day, on which the government carried out a campaign to establish three major kinds of order: spiritual order, behavioral order and environmental order. Village meetings held nationwide played a central role in carrying out various activities ranging from helping neighbors and cleaning the environment to saving, collecting waste, improving dietary behaviors, family planning, consumer protection and volunteering.

The establishment of the Saemaul Undong Central Council for Private Organizations in 1976 served as a momentum for organizing groups for public agencies, enterprises and vocational organizations to participate in the SU movement by carrying out various activities for local development such as cleaning the environment, reducing energy consumption, improving service quality, creating a bright work environment, helping with farm work, assisting neighbors in need, establishing street order, lining up and keeping order.
Acquire the Saemaul Spirit

Schools played a central role in running Saemaul schools in local communities, where students were educated to acquire the Saemaul spirit through the school curriculum. At universities, professors of natural sciences organized the Saemaul Technology Volunteer Corps, teaching on-site income-increasing technologies, while universities established Saemaul Research Institutes and developed theories on the SU movement.
